I don't fully understand it myself, but from what I gather, in order for your art to be featured in the art portal you must be "scouted" by existing featured artists (ppl who have already been scouted). in order to be scouted, you must have at least 4 art submissions. also, don't ask to be scouted, you're more likely to hurt your chances than help them.
